this application provides a cell access method, a communication apparatus, and a computer storage medium. the method includes: a network device sends one or more reference signals to a terminal. the terminal sends corresponding first indication information to the network device based on a first reference signal in the received one or more reference signals, where the first indication information indicates the network device to send a downlink common signal, so that the terminal may access a target cell based on the downlink common signal.
