this application provides a harq feedback method and an apparatus. the method includes: a terminal device receives first indication information, where the first indication information indicates a first quantity of retransmissions of first data. the terminal device obtains a second quantity of retransmissions based on a harq feedback result and/or a decoding result of second data, where the second data is data retransmitted by the terminal device before the terminal device retransmits the first data. the terminal device sends the first data by using a target quantity of retransmissions, where the target quantity of retransmissions is a smaller one of the first quantity of retransmissions and the second quantity of retransmissions. according to the method, data transmission is performed by using the determined target quantity of retransmissions, so that a delay caused by a harq can be reduced, resources can be saved, and power consumption can be reduced.
