this application provides a relay communication method, an apparatus, and a system. the method includes: an access network device receives first information from a terminal device, where the first information includes an identifier of a first relay device; the access network device receives second information from a core network element, where the second information includes information of a relay device that the terminal device is allowed to access; and the access network device determines, based on the first information and the second information, whether the terminal device is allowed to access the first relay device.
