Methods, systems, and devices for wireless communication are discussed in this abstract. It focuses on reducing packet congestion in wireless communication systems between a receiving device (such as a user equipment) and a transmitting device (such as a server) through a radio access network (RAN). The receiving device measures congestion metrics related to receiving data packets from the transmitting device via the RAN. These metrics include RAN congestion metrics and congestion metrics associated with the network connection between the receiving device and the transmitting device at the transport or application layer. The receiving device then estimates packet congestion based on these measured metrics. It modifies the connection parameters of the network connection based on the estimated congestion. Finally, the receiving device communicates with the transmitting device using the modified connection parameters.
