the present disclosure relates to a communication method and system for converging a 5th-generation (5g) communication system for supporting higher data rates beyond a 4th-generation (4g) system with a technology for internet of things (iot). the present disclosure may be applied to intelligent services based on the 5g communication technology and the iot-related technology, such as smart home, smart building, smart city, smart car, connected car, health care, digital education, smart retail, security and safety services. a method for a base station of a wireless communication system is provided. the method comprises the steps of receiving, from a user equipment in an inactive mode (inactive) to a distributed unit (du) of the base station, a radio resource control (rrc) message including uplink data, transmitting from, the du to a centralized unit-control plane (cu-cp) of the base station, a first message including at least one of indicator information related to transmission of the uplink data and identifier information of a data radio bearer (drb) corresponding to the uplink data, and transmitting the uplink data to a user plane function (upf), on the basis of the first message.
