This application provides a communication method, apparatus, and system. The communication method includes: A first access network device (an indoor base station) obtains first information, and then sends the first information to a core network device through a control plane of a next generation (NG) interface or a general packet radio service tunnelling protocol for the user plane (GTP-U) tunnel between the first access network device and the core network device. The first information transmitted on the control plane of the NG interface or the GTP-U tunnel needs to pass through a route of a second access network device (an outdoor base station). According to this method, the indoor base station may perform NG interface-based communication with the core network device via the outdoor base station, to provide a better home network service.
