The communication method includes: a network device sends downlink control information (DCI) to a terminal device, where the DCI indicates a first time domain resource in a first slot, the first time domain resource includes M time domain sub-resources, at least two adjacent time domain sub-resources in the M time domain sub-resources are at an interval of a first time period, and M is an integer greater than or equal to 2. The network device sends a physical downlink shared channel (PDSCH) on the first time domain resource. This method is used in a harmonized communication and sensing system.
