A terminal includes: a receiving unit which receives, from a base station, system information including information for configuring an index of a search space set for physical downlink control channel (PDCCH) monitoring for a downlink control information (DCI) format including Paging Early Indication (PEI); and a control unit which monitors the PDCCH for the DCI format including the PEI in a PDCCH monitoring occasion for Remaining system information (RMSI) in a case where the index of the search space is configured to be 0 based on the information for configuring the index, and which monitors the PDCCH for the DCI format including the PEI in a PDCCH monitoring occasion for the PEI in a case where the index of the search space is configured to be other than 0 based on the information for configuring the index.
