A method performed by a user (UE) in a wireless communication system according to an embodiment of the disclosure may include receiving a radio resource control (RRC) message including information related to a target cell for a handover, valid condition information of the target cell, and information indicating a handover type from a base station, receiving information related to turnoff of a serving cell from the base station, and performing the handover, based on configuration information regarding the target cell and valid condition information of the target cell.
