A method of operating a base station (BS) includes: generating first configuration information including a set of sounding reference signal (SRS) resources each of which is associated with an sounding reference signal (SRS)-path loss reference signal; transmitting, to a user equipment (UE), the first configuration information; receiving an SRS based on the first configuration information; selecting, based on the SRS and the first configuration information, a subset of the set of SRS resources; and generating second configuration information including the subset of the set of SRS resources.
