An information processing apparatus includes a memory configured to store information on a first delivery area including a predetermined location to which a package is to be delivered and information on a vehicle designated by a consignee as a delivery destination of the package, a communication interface configured to receive positional information for the vehicle, and a controller configured to formulate a delivery plan, in which the vehicle is assigned to a delivery destination in the first delivery area, based on the information on the first delivery area including the predetermined location and the information on the vehicle and to exclude the vehicle from the delivery destination in the delivery plan when the vehicle moves from the predetermined location before completion of delivery to the vehicle, or when the vehicle is not located at the predetermined location at a target time before completion of delivery to the vehicle.
