The arbitration unit performs arbitration of the contents according to the rule definition to satisfy a rule-based arbitration upon receiving an output request from an application. The output control unit controls an output of the one of the contents assigned to the area or the zone due to the arbitration of the contents by the arbitration unit. The arbitration unit determines an output order of the contents, and performs the arbitration of the contents by using a result of determining the output order so as to satisfy the rule-based arbitration.
