A method performed by a first session management function (SMF) entity includes receiving, from a second SMF entity, a request message for a protocol data unit (PDU) session associated with a home routed (HR) local session, receiving, from a unified data management (UDM) entity, information on an aggregated maximum bit rate (AMBR) for the HR local session, receiving, from a policy control function (PCF) entity, an authorized AMBR of the HR local session generated based on the information on the AMBR, and transmitting, to the second SMF, a response message including the authorized AMBR.
