An information generation device includes a detection information acquisition unit that acquires detection information in which biometric information detected at a tourism spot is associated with a place at which the biometric information is detected, a search unit that searches a first database in which identification information, in which personal information of a person is associated with the biometric information, is accumulated to identify the personal information of the person from which the detection information originates using the biometric information included in the detection information, and a behavior information generation unit that generates behavior information in which the personal information of the person from which the detection information originates is associated with the place at which the biometric information of the person from which the detection information originates is detected, and records the generated behavior information in a second database.
