Various aspects of the present disclosure generally relate to wireless communication. In some aspects, a user equipment (UE) may select, from a set of one or more neighbor cells, a set of one or more candidate cells for an inter-cell mobility operation; determine, from the set of one or more candidate cells, a set of one or more selected cells for the inter-cell mobility operation; add the set of one or more selected cells to a cell group of the UE; and transmit, to a base station, at least one of: the set of one or more candidate cells, or the set of one or more selected cells.
