A method for a user equipment (UE) includes receiving first information related to a list of parameters in one or more domains; receiving second information for a search space set for reception of physical downlink control channel (PDCCHs); and receiving a PDCCH from the PDCCHs. The list includes a number of sets of parameters corresponding to a first number of cells. The PDCCH provides a downlink control information (DCI) format that indicates a number of indexes. An index from the number of indexes is associated with a second number of cells from the first number of cells. The method further includes determining parameters on a cell from the second number of cells based on the index and receiving a channel or signal on the cell based on the parameters.
