A method of operating a user equipment (UE) includes receiving, from a first transmit receive point (TRP), a first downlink (DL) position reference signal (PRS) and measuring a first carrier phase associated with a center frequency of the first DL PRS. The method further includes including, in a measurement report, (i) a carrier phase measurement based on the measurement of the first carrier phase and (ii) a DL reference signal time difference (RSTD) measurement or a UE receive-transmit time difference measurement and transmitting the measurement report.
