An information controlling apparatus includes: a first registering unit configured to register registration information linking a predetermined user's biometric information and personal information; an acquiring unit configured to acquire the biometric information of the user; a biometric authentication controlling unit configured to control biometric authentication of the user; a second registering unit configured to register action information pertaining to the entry into or exit from a first facility or purchase information pertaining to the purchased product or service at the first facility linked to the registration information of the user whose biometric authentication has succeeded; a determining unit configured to determine, based on the registration information, a service suitable for the user and available at a second facility; and a processing unit configured to perform a process pertaining to providing of the service.
