An anchor UE may move or have a low transmission power and impact the accuracy of positioning estimates of a target UE based on measurements of the PRSs associated with the anchor UE. One or more candidate anchor UEs may be selected or excluded from being used for positioning based on one or more of a measurement quality metric of a position measurement of a candidate anchor UE, a mobility status of the candidate anchor UE, or a GDOP associated with the candidate anchor UE. A mobility status of the candidate anchor UE may be derived from reported positions of the candidate anchor UE or obtained from the candidate anchor UE. A UE selected as an anchor UE is used for positioning of a target UE, and a UE downselected from being an anchor UE is excluded from use for positioning of the target UE.
