This application discloses a paging message monitoring method and apparatus. The method includes: determining a monitoring range; and performing, according to a paging frame PF and a paging occasion PO, paging message monitoring in the monitoring range until the monitoring range ends or a paging message has been detected; where the monitoring range includes at least one of the following: a first monitoring sub-range or a second monitoring sub-range, where the first monitoring sub-range starts at the 1st radio frame of a paging hyperframe in a first paging time window PTW, and the first PTW ends at the end of the last PF of the first PTW, or the end of the last PO or the end of an MO of the last PO of the first PTW; and the second monitoring sub-range is one or more discontinuous reception DRX cycles in a second PTW.
