The disclosure relates to an air conditioning system comprising water heat source type heat source devices, and provides an air conditioning control device, an air conditioning system, and an air conditioning system control method which distributes consumed energy of heat source devices to each user. An air conditioning control device is provided. The air conditioning control device includes a first communication unit which communicates with a plurality of outdoor units and a plurality of indoor units connected to the plurality of outdoor units, a second communication unit which communicates with a plurality of heat source devices connected to the plurality of outdoor units, and a control unit configured to determine a reference energy and a consumption energy of the plurality of heat source devices, distribute, in a case in which the consumed energy of the plurality of heat source device exceeds the reference energy, an excess amount of energy to the plurality of indoor units, and set an energy consumption of each of the plurality of indoor units based on the distributed excess energy amount, wherein each of the plurality of heat source devices is a water heat source type of heat source device.
