This application relates to a communication method, including: A first terminal device monitors control information of a first cell in a first time period, and after monitoring the control information, determines, based on the control information, whether to perform monitoring on the first paging occasion. The first time period includes at least one time unit in which a first synchronization signal block burst set is located, or the first time period is adjacent to time units in which the first synchronization signal block burst set is located; and the first synchronization signal block burst set is located in front of the first paging occasion in time domain.
