The specific implementation solution includes: sending a target RRC message in a non-RRC connected state in a case that a terminal is in the non-RRC connected state and has a need to send the target RRC message to a network side device, the target RRC message being an RRC message that requires activated access stratum security. In this way, the terminal may not need to send the target RRC message after other connections of triggering establishment or resumption of an RRC connection are met and the RRC connection is successfully established or resumed, but may directly send the target RRC message in the non-RRC connected state, thereby reducing a delay.
