A method for operating a user equipment (UE) includes receiving information associated with a transmission configuration indication (TCI) state for the UE and identifying, based on the information, an uplink (UL) TCI state or a joint downlink (DL) and UL TCI state for a physical uplink control channel (PUCCH). The method further includes determining, based on the UL TCI state or the joint DL and UL TCI state for the PUCCH, a first beam failure detection (BFD) reference signal (RS) to monitor and monitoring for an UL beam failure based on the first BFD RS.
