In some aspects, a user equipment (UE) may receive, from a base station, a radio resource control (RRC) configuration for a hybrid automatic repeat request (HARQ) codebook (CB) that indicates HARQ process identifiers (IDs) associated with the HARQ CB. The UE may transmit, to the base station, the HARQ CB based at least in part on the RRC configuration that indicates the HARQ process IDs associated with the HARQ CB.
