A method for operating a UE includes receiving a configuration for dynamic power sharing (DPS) between transmissions on a master cell group (MCG) and transmissions on a secondary cell group (SCG) and determining a time offset as a function of sub-carrier spacing (SCS) configurations and of configurations for a PUSCH processing capability on the MCG and on the SCG. The method further includes determining a maximum power for a PUSCH transmission on the SCG, at a beginning of the PUSCH transmission on the SCG, when each of the transmissions on the MCG is scheduled by a downlink control information (DCI) format in a PDCCH reception that ends at least the time offset before the beginning of the PUSCH transmission on the SCG.
