Coupling agents are applied on surfaces of the gas diffusion layers, modifying surfaces of the gas diffusion layers. A coupling agent-friendly adhesive is applied to the surfaces of the gas diffusion layers to which the coupling agents are applied, forming adhesion layers on surfaces of the gas diffusion layers.
