The method includes a first network element obtains UE density information of a first area in which target UE is located, and the first network element sends first information to the target UE based on the UE density information, where the first information is used by the target UE to adjust transmit power of a PC5 interface. The method provided in this application can improve V2X communication quality, and further reduce power consumption of UE. In addition, it can also be avoided that primary responsibility of an accident is transferred to a server, and information received by the UE is determined using global information, so that an error can be reduced.
