A method for operating a user equipment (UE) includes receiving a system information block (SIB) for a cell that provides information for a first configuration of slots for transmissions or receptions in a half-duplex mode and a random access (RA) procedure, determining a UE capability for transmitting and receiving in a full-duplex mode, and determining a transmission of a channel based on the RA procedure and the first configuration of slots. The method further includes transmitting the channel including information of the UE capability using the RA procedure and receiving information for a second configuration of slots for transmissions or receptions in the full-duplex mode.
