A method performed by a user equipment (UE) in a wireless communication system according to an embodiment of the present disclosure includes receiving, from a next-generation radio access network (NG-RAN), by the UE registered in a 5generation system (5GS) and an internet protocol multimedia subsystem (IMS), a signal indicating evolved packet system (EPS) fallback, based on the signal indicating the EPS fallback, transmitting, to a mobility management entity (MME), a tracking area update (TAU) request including an identifier indicating that a connected state needs to be maintained, and based on the TAU request, receiving, from the MME, a TAU accept message.
