A base station detects the deviation of a second terminal from the cluster on the basis of a safety message received from a first terminal, and transmits a warning message to at least one of a peripheral terminal and a traffic control center. The first terminal and the second terminal are included in the same cluster, the safety message includes at least one of cluster information associated with the mobility of the cluster and user information associated with the mobility of the first terminal, and the warning message includes deviation information association with the second terminal.
