Provided is an operating method of a user equipment (UE) in a wireless communication system, the operating method including determining, by a medium access control (MAC) entity, a resource corresponding to an uplink radio resource or a scheduling request (SR) transmission resource, identifying, by the MAC entity, at least one uplink radio resource or at least one SR transmission resource other than a deprioritized resource, which overlaps with the resource on a time axis, and identifying, by the MAC entity, a prioritized resource for transmitting at least one of data, control information, or an SR, based on the priority of the at least one uplink radio resource other than the deprioritized resource, the priority of the at least one SR transmission resource other than the deprioritized resource, and a priority of the resource.
