The method comprises: in response to transmitting, to the first network entity, a first message for initiating a first procedure, receiving, from the first network entity, a second message; determining whether a first condition is satisfied, the first condition comprising: the second message includes a predefined indication; and determining whether to block or restrict one or more second procedures based on the first condition.
