The present disclosure relates to a 5 generation (5G) or pre-5G communication system for supporting a higher data transmission rate than 4 generation (4G) communication systems such as long-term evolution (LTE). The present disclosure is for managing uplink control channels in a wireless communication system, and an operation method for a base station may include the steps of: allocating an uplink control channel of a first format to a first terminal; allocating an uplink control channel of a second format to a second terminal on the basis of a resource of the first format; and transmitting information about the uplink control channel allocation.
