The UE may determine that a first parameter for communications over a first carrier exceeds a threshold with respect to corresponding parameters of other carriers, the first parameter being either a downlink reception parameter or an uplink transmission parameter. The UE may refrain from communicating over the first carrier based at least in part on the first parameter exceeding the threshold.
