The storage unit can store a plurality of pieces of charging result information including a set of charging place information indicating a charging place included in a request received in the past and charging possibility information indicating whether or not the vehicle has been charged at the charging place. The communication unit can communicate with a user terminal carried by the user, and can receive a request from the user. The control unit retrieves the charging result information based on the charging place information of the vehicle included in the request, acquires the charging possibility information related to the charging place, and determines a possibility of charging at the charging place based on the acquired charging possibility information.
