The method includes: receiving, by a terminal device, a dedicated radio resource control (RRC) message sent by a first network device; wherein the dedicated RRC message comprises: first information for cell selection or cell reselection or network device access; receiving, by the terminal device, a first system information block (SIB) message sent by a second network device; wherein the first SIB message comprises: second information for cell selection or cell reselection or network device access; and performing, by the terminal device, selection or reselection of a target cell or network device access according to the first information or the second information.
