Methods, systems, and devices for road usage charging (RUC) are being described. RUC computation can be done by a trusted vehicle computing device (VCD) within the vehicle itself. The VCD is trusted by a service provider or charger and is capable of collecting accurate time and location data for RUC. It can also calculate the RUC charge based on applicable charge policies provided to it. To ensure anonymity, certain portions of the RUC data can be encrypted in a way that makes it difficult to reveal specific vehicle, location, and time information.
