a communication apparatus includes a processing unit, a judgement unit, and a communication unit. the processing unit generates state information indicating a state of a target person by processing an image in which the target person is captured. the judgement unit performs, by using the state information, at least one of processing of determining first information needed to be transmitted to a first terminal and processing of deciding whether to transmit the first information to the first terminal. the first terminal is associated with the target person, and is operated by a different person from the target person. the communication unit transmits the first information to the first terminal. the communication apparatus can also support decision-making on how to respond to the target person.
