The method is applied to a terminal device, and the method includes: receiving first small data transmission SDT configuration information from a first network device, where the first SDT configuration information corresponds to a first network slice; and sending a radio resource control RRC resume request message and data of the first network slice to the first network device based on the first SDT configuration information.
