The method includes: generating broadcast information; and sending the broadcast information on at least one broadcast channel on a predefined frequency band, where the at least one broadcast channel includes a first broadcast channel, and a center frequency of the first broadcast channel is 2403 MHz, 2404 MHz, 2420 MHz, 2421 MHz, 2422 MHz, 2423 MHz, 2424 MHz, or 2481 MHz. According to a broadcast channel configuration manner in this solution, signal interference on the unlicensed spectrum can be reduced, and communication quality can be improved.
