A controller for a fuel cell system controls generated power of a fuel cell stack by switching a generation state of the fuel cell stack based on a state of charge of a power storage device. The generation state includes a first generation state, in which the fuel cell stack is caused to generate a first generated power, a second generation state, in which the fuel cell stack is caused to generate a second generated power greater than the first generated power, and a third generation state, in which the fuel cell stack is caused to generate a third generated power greater than the second generated power. The controller calculates a power reference value indicating an actual result of power generation of the fuel cell stack from the detected generated power of the fuel cell stack, and updates the second generated power based on the power reference value.
