The first media gateway sends a first downlink media packet to the first terminal, where the first downlink media packet carries a downlink media stream of a second resolution of the first terminal, and the first resolution is different from the second resolution. The solution is applicable to the following case: In a video call process, a terminal that supports different resolutions in a sending direction and a receiving direction can lower a resolution based on channel quality to deliver a video packet, and can raise a resolution when network resources are sufficient.
