The UE comprises one or more processors configured to process a service configuration signal received from a base station associated therewith. In some aspects, the service configuration signal comprises an indication of one or more service configurations associated with a data transmission that are allowed to be transmitted by the UE during an INACTIVE state of the UE. The one or more processors is further configured to determine the one or more service configurations associated with the data transmission that are allowed to be transmitted by the UE during the INACTIVE state of the UE, based on processing the service configuration signal.
