A device and method with battery state estimation are disclosed. A method includes charging a battery in a constant current (CC) charging mode, iteratively updating a full state of charge (SOC) value of the battery while in the CC charging mode, when a measured voltage value of the battery is determined to be greater than or equal to a cutoff voltage value, switching from the CC charging mode to a constant voltage (CV) charging mode and charging the battery in the CV charging mode, and iteratively updating the full SOC value while the battery is in the CV charging mode.
